Fave outer Scout
Since I've already answered Neptune before,I'll go with my Second Favorite Which would be Saturn.
Not only is she pretty,but she's a Mystery and is one of the Strongest Scouts,maybe even than Sailor Moon! she is the Senshi of Death and Rebirth after all.
